Why does my dial-up-connection launch when I attempt to start C++Builder?

When C++Builder is launched, C++Builder Direct will attempt to connect in order to provide news updates if both C++Builder Direct and dial-on-demand is enabled. C++Builder Direct may be disabled, however, by choosing: Tools | Environment Options | C++Builder Direct | & turn off "Automatically poll network"
