Due to space constraints on the Delphi 7 installation CD, the help files for Idl2Pas were left out. They can be found on the Companion Tools CD (disk 1) in the borland directory. Open up the borland directory on that CD and you will see the file:

Copy this file to your hard drive and extract the contents to a location of your choice.
