Answer: Make the following changes to your configuration: Interbase must be running as a service (not as an app w/ tray icon). Which you can change by clicking on the Properties for the tray icon for IB. Both the Interbase server and WWW Server must have the following right set in Control Panel | Services | InterBase Server | Startup.
