Article #27041: TIBLicensingService component not found on Component Pallet.

TIBLicensingService is not installed on the IBX component pallet. If you need to use this component in your application it must created dynamically.

Delphi example:

uses IBServices;
var
IBLicensingService1 : TIBLicensingService;
...
IBLicensingService1 := TIBLicensingService.Create(nil);
